Payment Service Providers
To facilitate the structured introduction of Payment Service Providers (PSPs) and payment products, Bank of Jamaica (the Bank) is committed to the development of an enabling legislative framework to drive innovation in payment services while mitigating risk, protecting consumers, as well as promoting financial inclusion. The implementation of a legislative framework for PSPs is consistent with adhering to standards for Anti-Money Laundering/Counter-Financing of Terrorism and Combating Proliferation Financing (AML/CFT/PF).
In this regard, the Bank is in the process of amending the Payment, Clearing and Settlement Act of 2010 (PCSA, 2010) to focus on inter alia, the creation of a regime for the licensing and supervision of PSPs. In the interim, the Bank established its Fintech Regulatory Sandbox in March 2020, creating an enabling environment in which regulated entities and Fintech companies in partnership with deposit-taking institutions obtain authorization to test innovative financial products and services in a controlled environment. The outcome informs the framing of new regulations and amendments to existing legislation.
